The Secretary of State for Foreign Affairs, on the recommendation of a Selection Committee con osed of representatives of Government Departments and of the business community, has approved the appointment of Er. H.J. Brett, of the China Consular Service, to the post for South China with Head quarters at Hongkong, as from 1st January, 1919,

4. A copy of Mr. Brett's record is enclosed, and I am to request you to be good enough to move Lori Milner, should he see no objection, to give his assent to Kr. Brett's appointment.

5. It is requested that, if possible, an early d-cision may be taken in regard to this matter, as urgent representations have been received from H.H. Minister at Peking as to the necessity of filling the post immediately.
